LIVES could be put at risk for the sake of saving £3 on simple safety equipment. Fareham Borough Council wants to replace its 20 lifebuoys along the coastline after a spate of vandalism. But the £26 buoys will gradually be replaced with £23 throw-bags – buoyancy aids at the end of a line.
Some lifebuoys may even be scrapped altogether.

Joan Eastman, pictured, Lib Dem spokesman on Leisure and Community, said: 'Are we going to throw the people of Fareham's lives away for just £3?

'I believe you need a loop on the end that will go over the head and shoulders of a person struggling in the water so they can be dragged in to shore if they are too weak to hold on.'
